On October 22, 2024, the US International Trade Commission (USITC) voted to make affirmative determinations that the US industry is materially injured by imports of aluminum lithographic printing plates from China and Japan as these products are sold at prices lower than normal value and subsidized by the Chinese government.
Due to the USITC’s affirmative determinations, the US Department of Commerce (USDOC) will issue an anti-dumping (AD) order on imports of aluminum lithographic printing plates from China and Japan and a countervailing duty (CVD) order on the same products from China.
In addition, the USITC made negative critical circumstances rulings on the subject products from China.
The products involved are under HS code 3701.30.0000.
