According to the Official Journal, the EU decided to impose definitive countervailing duties (CVD) of 8.6% to 18.2% on imports of aluminum converter foil originating in China.
These CVD duties will be added to the existing anti-dumping (AD) duties imposed on December 8, 2021 on the same products. The AD duty rate was amended to 6.0%-28.5% from 15.4%-28.5%.
The products involved are aluminum converter foils of a thickness of less than 0.021 mm, not backed, not further worked than rolled, in rolls of a weight exceeding 10 kg, classified under CN code ex 7607 11 19 (TARIC codes 7607111960, and 7607111991).
The investigation of subsidization and injury covered a period from July 1, 2019 to June 30, 2020, and the injury assessment period was from January 1, 2017 to the end of the investigation period.
According to the survey, the market share of China’s aluminum foil in the EU has increased from 18% in 2017 to 24% in 2019.
